As of now it is familial rather than hereditary. It may well be there are genes that confer tendency in the future.

On a bit of further digging it doesn’t appear there are marked racial differences as far as rates of caesareans are concerned. Then of course it could just reflect within-population differences of reasons to have a caesar in the first place. Sorry, nothing is ever that simple.
