Whey Protein's effect on Insulin Production

According to the J. of Clin Nutrition's article posted by Dr. Mercola, Whey protein, when added to a high glycemic meal, increases the production of insulin.   For HYPERglycemic people, this would seem to be an advantage because it would decrease the overall blood glucose level.  However, it seems to me that it would pose an additional risk for HYPOglycemic people.  The increase in insulin production would result in a greater dip below the normal blood-sugar level, producing an even greater low-blood-sugar reaction than would have been produced by the high glycemic meal alone.   This would imply that hypoglycemic people should not add Whey protein to a high glycemic meal (which they shouldn't eat in the first place).

What is the glycemic index of Whey protein alone?
